FLORIDA WING HURCON DEFINITIONS
Hurricane Conditions (HURCON)
Hurricane Conditions, or HURCON are numerical values assigned to specific conditions that indicate the preparations and precautions that should be taken in advance of the storm.
| HURCON 4 Alert Phase | Destructive winds of 50 knots or greater are possible within 72 hours or when the storm enters within an 800 nautical mile radius of Florida. |
| HURCON 3 Preparation Phase | Destructive winds of 50 knots or greater are possible within 48 hours. |
| HURCON 2 Final Preparation Phase | Destructive winds of 50 knots or greater are possible within 24 hours.

| HURCON 1 Secure Phase | Destructive winds of 50 knots or greater are possible within 12 hours.

| Response Phase | FLWG CAP responds to tasking from client agencies. |
| Recovery Phase | Actions taken to reestablish primary mission capability and return FLWG CAP to normal operations. |

HURCON IV: Issued 72 hours in advance of the earliest possible arrival of 50-knot (58 mph) winds or when a tropical storm or hurricane approaches within 800 nautical miles of Florida. The following SHOULD be done:
1. Check hurricane kits and emergency supplies and issue or procure as required.
2. Secure loose objects outside.
3. Fill gas tanks of CAP and personal vehicles.
4. Secure small buildings and trailers.
5. Move portable equipment inside.
6. Identify essential personnel and alert or place on standby as necessary. This will include the ECO Team, the FCT, and all RECON and RIAT personnel.*
7. Secure hazardous and non-hazardous waste sites at your facilities.
8. Designate essential personnel to be recalled for the recovery of your facilities. Review COOP procedure for your Squadron, Group, and the Wing.
9. Report major problems to your building custodian or hurricane coordinator.
10. Begin identification of aircrews for aircraft repositioning and secure SER HUREVAC mission #.*
11. Prepare your personal response equipment. Team leaders contact all personnel and all team equipment should be checked.
12. Review HURON III actions.
HURCON III: Issued 48 hours before earliest possible arrival of 50-knot (58 mph) winds.
1. Ensure that HURCON IV actions are complete.
2. Notify building custodians to begin hurricane preparations, i.e., secure windows, doors, etc.
3. Download computer hard drives to disks and take the disks with you upon evacuation.
4. Cover electrical equipment with plastic and elevate when possible.
5. Remove loose articles from desks, turn bookcases against inside walls, move furniture away from windows and doors. Lower blinds and close.
6. Park CAP vehicles where and when directed.
7. Release non-essential personnel when directed, consider canceling meetings.
8. Deploy special teams as required. Consider pre-staging additional assets. Activate Hurricane Net.*
9. Notify SER of potential for mutual aid requirements.*
10. Commence evacuation of aircraft from predicted impact areas. Pre-stage R2T2 aircraft and crews.*
11. Review HURCON II actions.
HURCON II: Issued 24 hours in advance of the earliest predicted arrival of 50-knot (58 mph) winds.
1. Ensure that all HURCON IV and HURCON III actions are complete.
2. Maintain accountability of personnel.
3. Complete hurricane preparations until directed otherwise.
4. EVACUATE when directed by local Emergency Management
5. If unable to evacuate, stock safe room and be ready to shelter in place.
6. Personnel in non-impacted areas should be prepared to respond.
7. Listen to the Hurricane Net and watch your emails for basic operational plan.
8. Review HURCON I actions
HURCON I: Issued 12 hours in advance of the earliest predicted arrival of 50-knot (58 mph) winds.
1. Ensure that all HURCON IV, HURCON III, and HURCON II actions are complete.
2. Maintain accountability of personnel.
3. Complete hurricane preparations until directed otherwise.
4. Listen to the Hurricane Net and watch your emails for basic operational plan.
5. Use SAFE ROOM to ride out storm.
